Recently, the Ministry of Transport issued a Notice on printing and Distributing the Administrative Measures for The Establishment of Demonstration Counties integrating Urban and Rural Transport (Jiaoyunfa [2022] No. 24, hereinafter referred to as the Administrative Measures). In order to facilitate the in-depth understanding and practical implementation of transport administrative departments at all levels, the relevant contents of the Administrative Measures are interpreted as follows:

First, setting the background

The Ministry of Transport has been building demonstration counties for integrated urban and rural transport since 2016. It has named 41 of the first batch of demonstration counties, and is organizing the second batch of 61 counties (districts and municipalities) to do so. The demonstration project aroused the enthusiasm of all localities to promote the integrated development of urban and rural transport, and promoted the equalization of urban and rural transport infrastructure, passenger transport services, freight and logistics services. In order to further standardize the demonstration creation work, optimize the creation procedure and refine the creation requirements, the Ministry of Transport formulated the Administrative Measures.

Ii. Main contents

The Administrative Measures consists of seven chapters and 27 articles, including general provisions, application conditions and procedures, creation contents and requirements, organization and implementation, acceptance and naming, dynamic evaluation and supplementary provisions.

(1) General Provisions. This paper expounds the purpose and scope of application of the Administrative Measures, puts forward the establishment principle of government-led, department coordination, public participation and people's satisfaction, and clarifies the 2-year demonstration establishment cycle and the duty division of transportation departments at all levels.

(2) Conditions and procedures for declaration. Specific provisions are made on the application conditions of the development basis, policy environment and social basis of the demonstration counties, and specific application procedures and requirements are specified.

(3) Create content and requirements. We guided local governments to carry out demonstration projects on the theme of rural public transport transformation, integrated development of rural passenger, freight and postal services, and rural transport informatization services, and put forward specific requirements for setting targets, indicators and tasks for the projects.

(4) Organization and implementation. It is clear that in the process of establishing demonstration counties, working mechanisms should be established, policy systems should be improved, and regular summaries should be carried out, requiring transportation departments at all levels to do a good job in supervision, guidance and publicity.

(5) Acceptance and naming. The relevant procedures of county level application, provincial department of transport in charge of examination and verification, Ministry of Transport acceptance, publicity and naming are standardized. The demonstration counties that fail to pass the acceptance will be given a one-year extension of the creation period; Those counties that fail to apply for acceptance inspection within the prescribed time limit, fail to pass the acceptance inspection after the extension period, or are found to practice fraud, shall be disqualified.

(6) Dynamic evaluation. A dynamic evaluation mechanism has been established to carry out the evaluation every three years since the model county was awarded the title, and the evaluation process and specific requirements have been standardized.

(7) Supplementary Provisions. Clear demonstration county incentive policy and document implementation time.

Iii. Implementation requirements

Transportation departments in all localities should attach great importance to create demonstration work, earnestly stable cross and organize the implementation of management measures, to guide the jurisdiction to create demonstration county strengthen department coordination, strengthening policy support, to establish a long-term mechanism, and thorough going efforts to promote the integration of urban and rural transportation development, continue to enhance the level of urban and rural transportation equalization, To comprehensively promote rural revitalization, accelerate the modernization of agriculture and rural areas to provide strong support for transport services.
